What 0104 covers

The NDIS Support Catalogue 2026-27 lists 23 support items under 0104, funded from Assistance with Social, Economic and Community Participation, Assistance with Daily Life budgets. Leaving out the time-of-day, rate-level and claim-type variants, the supports are:

Who registers for 0104
Providers and support workers delivering complex, high-intensity personal care, often alongside nursing staff.
Groups 0104 is often confused with
- 0107 Assistance with daily personal activities is standard personal care. You need 0104 when the care itself is high intensity.
- 0114 Community nursing care is nursing care delivered by enrolled or registered nurses.
Audit: verification or certification?
0104 is a certification group. You are audited against the NDIS Practice Standards Core Module, plus the High Intensity Daily Personal Activities Module, in two stages, with an onsite visit, interviews with workers and participants, and a mid-term audit. Your audit type is set by the highest of your groups, so registering for 0104 makes your whole registration a certification audit. See verification vs certification audits, how the NDIS audit works and what a certification audit costs.
If you use regulated restrictive practices, or carry out a behaviour support plan that includes them, you must be registered and you are also assessed against the Implementing Behaviour Support Plans Module. Our guide to Module 2A explains what that involves.
Groups often registered alongside 0104
- 0107 Assistance with daily personal activities (certification)
- 0125 Participation in community, social and civic activities (certification)
- 0114 Community nursing care (verification)
- 0138 Assistance with supported independent living (certification)
Only register for the groups you actually deliver: every extra group adds to what the auditor checks. Our guide to choosing your NDIS registration groups walks through it.
Documents you need for 0104
A certification audit checks your policies, procedures and records against the Core Module: participant rights, governance and operational management, how you deliver supports, and the environment you deliver them in. The auditor then looks for evidence you follow them, through your records and interviews.
If you help participants with medication or mealtimes, you also need medication and mealtime management policies and records.

Not for every participant. Unregistered providers can deliver 0104 supports to self-managed and plan-managed participants. You need to be registered to be paid from NDIA-managed funding.
